GEN 1.2.3 Civilian Aircraft
Portuguese military aerodromes are normally restricted to military aircraft only. Providing that a civil airport is not available in the proximity and that intentions are clearly stated, the use of military AD’s by civilian aircraft requires a 3 day prior permission required (PPR), sent by the owner or the operator, to the following address:

4.1.1 Landing and take-off charges
In accordance to PORTUGUESE AIR FORCE regulation, landing and take-off charges for the use of military aerodromes are due as for the nearest civilian airport, as applicable. Landing and take-off charges are published at web page www.emfa.pt

Ou seja, aeronaves civis PODEM utilizar bases aéreas militares desde que o pedido seja fundamentado e efectuado com antecedência, estando até previstas as taxas a pagar.
Aliás há algum tempo atrás era frequente a aterragem no Montijo de um jacto civil privado com executivos que vinham à Auto Europa.
